Need a password expiry Notification for Specific Users who use Inline Passwords to Sign-in

We would like to enable Password Expiry Notifications in oracle so users are notified in advance of password expiry to update there passwords. Please advise if we enable the Password Reset Notification then how can we test this option in lower environment.

The large majority of our users use SSO to sign in and do not have Inline passwords set up. We do not necessarily want all users to set up an inline password, and this "Password Reset Notification" should trigger to only specific users (those with inline passwords set) with the link to reset their password.

The users who use Single Sign On should not receive this notification.
