Unable to write a validation rule on Attachments section in Personal Details - Contact Info page

I want to write a restriction rule that will throw an error when employee has not attached a attachment in the contact Info redwood page and address section

Hi team,

I have written a simple validation rule. It is throwing an error as soon as I enter Address section in contact info redwood page. But when I am adding the attachment the error still stays and not going away.

I have tried to to write the rules in advanced mode with multiple combinations:

Attachment ID Is Null

Attachment is Null
