Can someone describe clearly Schedule Auto provisioning vs Apply autoprivision in AOR template

When we run Schedule Autoprovision, nothing gets assigned by criteria defined in the template,

on doing Apply autopriviosining, then only the employee is getting identified to whom AOR is assigned, please explain how to automatically assign the AOR.
