Error "Zip code attribute value required" whlist trying save a location with valid zip code

Summary:

My Dev instance got refreshed from Production this week and when i tru to payroll for a employee it gave error not able resol element . sub message was "Assignment id XXXXXXXXXXXXX doesn't have a jurisdiction." and last submesage was "employee needs valid address"..

I tried editing the Work location address of this empoyee, but inspite of choseing valid address, it is always giving error "Zip Code attribute value is required" when i try to submit.

May i request your help to guide me how should i go abt this. i need to run payroll to check another issue?

this is a urgent request, any quick help is highly appreciated
