Recommended for Rehire on Global Transfer

We notice that on employees that have had a global transfer, the previous record that is end dated has a recommended for rehire answer that is defaulting to "Not recommended for rehire at this job". We do not have this field on the global transfer flow.

Employees are seeing this because it is termed as a voluntary termination. When they see "Not Recommended for rehire at this job" they are understandable worried.

We are looking to default this setting to say they are recommended for rehire. Is this a possibility? Has anyone else had this issue or been able to default this field?
