What role is required for receipt accounting

Our client using is only expense and no inventory items and we are only using procurement so whether assigining receipt accounting role is enough or should we assign cost accountant role as well

1. We assigned only receipt accountant role but we are unable to see the below programs
   1. Transfer Transaction from Receiving to Costing
   2. Transfer Cost to cost Management
2. And when we assigined Cost accountant role we are able to see the above mentioned programs
3. we are using only procurement related role like Procurement preparer/Procurement requester/Advancement Procurement Preparer ann Buyer
4. We wanted to know whether is their any additional privildeges required for receipt accounting to make the mentioned jobs available without using cost accounting because using the cost accounting role will consume Licence
