Does Career Coach provide anyone useful responses?

Summary: We have implemented the Career Coach agent in our test pod. I does a nice job of parsing resumes or creating skills via responses to questions but has zero success in providing useful responses. We have several Civil Engineer and Associate Engineer jobs posted to our Test Career site but the agent says there are no jobs matching my profile at your preferred location. Any idea as to why?
