raiseUserTransitionEvent action is not exposed for Contracts REST

Summary:

raiseUserTransitionEvent is documented for Contracts REST API, but the action is not exposed in our Fusion environment.

The Event Model maps REV_SME → ORA_REV_SME_COMP → REV_SME_COMP, and the target-state entry script sets UserStatusCode = 'REV_SME_COMP'.

However, the REST call returns HTTP 400:

The action raiseUserTransitionEvent in resource contracts is not found.

The action is also absent from the links returned by GET /contracts/{contractsUniqID}.

Is there a feature setup, security privilege, release dependency, or other prerequisite required to expose this action? Is there a supported REST alternative to invoke configured user transitions?
