Unable to change group component rule

in Payroll and Global Payroll Interface (GPI)

I need to change the regional Washington pretax deduction, deferred compensation 401a, State LTC setting. It is currently not checked but I need it to be checked. I don't appear to have the ability to change it. Does anyone know how I change this setting?
