Multiple Inventory Organizations serving same deliver to location

Summary:

I have a client who has 4 unique inventory organizations in a single legal entity and procurement business unit. Some locations should not be able to order from some of the inventory orgs. I have a default on the Configure Requisition Business Function which allows all locations with a blank Inventory Organization to see that inventory orgs items. Also, when I create an Interorganization Parameters with other Inventory Orgs they will also show as available when placing a requisition.
