How does packaging look at ISIR, FAH, COD response files to determine LLE?

In OB3 office hours last week, it was stated that the packaging engine is looking at the LLE value on ISIR and FAH file to determine LLE eligibility and, if those values are different, it uses whichever was received more recently. Is packaging also looking at the LLE field in the COD origination response files? If so, which value is determined to be correct if the COD response file is different from either the more recent ISIR or FAH?
