Prevent employees located in CoC from searching US person data from Candidate Pools

Summary:
We are looking for a solution to the regulatory requirement came directly from the DOJ, and we must comply. The objective of the requirement is to prevent employees located in Countries of Concern from searching or accessing US employee records and reporting in Oracle HCM.

Current State: Oracle HCM roles assigned to employees in countries of concern do not specifically exclude ability to view US employees.
Future State: The HCM security team will implement new roles to be assigned to employees in the countries of concern, so that there are separate roles for country of concern employees to prevent them from viewing US employees.
