Can I customize a field in an application?

The customer wants to customize the Manage lots application. When certain users log in to the app, and clic on "Edit", the Material Status field, the field appears locked or disabled preventing them from making any changes. However, other users are able to make changes to this field.

It is possible to make this personalization?
