User security driven by attributes restrict cell and its ancestors

Summary:
APAC Region FP&A lead must have read access to the MRU_Global for a MPP project only .MPP is an attribute in the system.
If Project is tagged as GO , User access must be restricted to APAC level for a Go project only. GO is an attribute in the system. APAC FP&A lead must not be able to see data at MRU_EUR at Project level and Project ancestors.

Limitation of the Cell level Security Approach:
Planning security defined at MRU Level.
The cell level security restricts access at base Project level, but when users roll up Project hierarchy then can see data at the Parent Level.
