Person Number Generation based on logic

Hello Experts,
Our client is using a logic to generate the Person Number in their current system.
Is it possible to default the Person Number by following the logic of their current system
Logic for Current System
- The person number is of 4 numbers.
- 1st number represent the location at which person is working. Client is based out of 8 locations For example 1 is for New York.
- For the next 3 number, the below concept is used
- No reuse of Person number.
a) #000- #199 for Admin
b)#200 - #499 for Operators
Admin and Operators are based out of Position.
For example. if an employee has person number has 1001 - His location is from New York and he is from Admin team.
