Disabling MFA in Security Console did not remove MFA prompt at login

Hello Community,We are experiencing an urgent administrative lockout after accidentally enabling MFA in our Oracle Fusion Cloud environment.

What Happened:

  1. We mistakenly enabled MFA for user categories in the Fusion Security Console.
  2. Realizing the issue, an administrator logged in via an alternative URL and fully disabled MFA within the Security Console.
  3. Despite this, users are still hitting an MFA prompt at the login screen.

The Exact Error:
When users attempt to log in, they get the following Oracle Cloud error page:
"You must first add your phone number to your profile before you can enable 2-Step Verification. Contact your system administrator."
