Restrict Add and Delete under additional info section for position changes based on action reason

Summary:

Requirement is to restrict any updates to the fields in Request a Position Change based on the Action Reason, hence, when a specific Action Reason is selected, user should not be able to make any changes to the existing position data. However, the Add and Delete buttons under Additional Info section are still enabled even when making the fields as Read-Only through VBCS and both buttons are allowing for changes to be made i.e. deleting existing EIT rows.

Could you please review and assist on finding a workaround to achieve this requirement.
