Validation rule for fields under Additional Info not working as expected

Summary:

Identified an issue with the Validation Rule for fields under Additional Info section in Request a Position Change RW page, where the error message is getting triggered when entering the position details section instead, which is not expected.

Rule is considering the conditions as below -

• Specific Action Reason is selected in When and Why section
• Value from field under Additional Info section does not match the initial field value.

We would like to get some guidance on the feasibility of the rule, as we are using values from different sections, yet the rule is getting triggered in a different section (Position Details) prior to even entering the Additional info section.
