Incomplete Status Query

Need some assistance with understanding the new Incomplete status with our system on compliance courses.

We have courses here that are around compliance which must be completed. The assignments for these courses are controlled via an assignment profile (formally initiative) that enrols the required staff automatically via an analysis.

There are some staff who have attended training and only completed part of it and have been given the incomplete status which is great but the course status is now incomplete whereas I would expect it to be no active offering as they need to attend again.
