Show as quick action (HCM Professional Activity Center) link on home not working

Summary:

Since the new HCM Professional Activity Center is only a quick action and not a tile (yet - hoping this changes!), I wanted to add it as the first QA under My Client Groups for easy access by HR. When I'm making the changes, it doesn't appear to be working? I've done this plenty of other times with other actions and no issues, but sharing the screenshot below in case there is a gap somewhere I'm not seeing? I've checked the Show as quick action link on home checkbox and moved it to the top of the Employment section as most of the current QAs seen under MCG are from the Employment section.
