Related value set mass loader fails to import

Over the past several months I have tried to import related value sets without success. I have tried using CSV files previously loaded successfully and updating the data on the loader to the new related value sets we need. I've also tried to create new loaders copying and pasting the required information (below) off of the Oracle site (https://docs.oracle.com/en/cloud/saas/financials/26a/fafcf/import-related-value-sets.html).

VALUE_SET_CODE1|VALUE_SET_CODE2|VALUE1|VALUE2|ENABLED_FLAG

I'm copying and pasting the names of value set codes 1 & 2 off of Oracle (so no spaces, no spelling differences). All values are already set up in Oracle. I'm saving the file as a 'CSV UTF-8 (Comma delimited) (*.csv) file. I'm also including '.CSV' in the file name when indicating the file name in the 'Import Related Values > Related Value File Names' pop up but I keep getting the same issue 'download fail' when I try to import the file and there is no information on the cause of the failure.
