Oracle GTM - Estimated Duty & Tax

Client has subscribed to Descartes. In some scenarios, instead of Estimated Duty & Tax, they want GTM to fetch only the duty rates rather than the actual duty calculation.
Question:
Is it possible for GTM to fetch only duty rates from Descartes?

Scenario 2: Multiple Trade Regimes
If GTM determines USMCA as the applicable regime, the expectation is that GTM passes USMCA in the transaction payload to
Descartes so that the applicable USMCA duty treatment is calculated.
Question:
Can GTM determine the applicable/priority regime when multiple regimes are provided, automatically fall back to the secondary regime if required,
