We are encountering a data security issue during the rehire flow for a terminated employee when trying to create a backdated work relationship.

Currently, the action fails unless the user is assigned the full Recruiting Data Role (unrestricted) and not just the Recruiter job role. We suspect a specific data policy within this role grants the necessary privileges to manage historical or backdated work relationships.

We need to identify the exact data security policy/grant causing this behavior so we can configure a targeted data role rather than providing broad Recruiting access.
