1. Downloaded the existing item/EFF data using the Excel Add-in.
2. Did not modify the Item, Organization, or key fields.
3. Changed only one EFF attribute and attempted to upload a single row.
4. The upload still failed with "Row not found."
5. Therefore, the issue does not appear to be related to the EFF value or multiple-row upload.
