Can't able to generate the revenue for the percent spent revenue method.

Summary:

I can't able to generate the revenue for the percent spent revenue method. Even though my project has baselined budget & cost. It is showing the below error.

The contract line is associated with a percent spent bill plan or revenue plan. A zero ITD actual cost would result in a calculated percent spent of zero, and a calculated event amount of zero. Enter and process missing expenditure items or update project performance data.

Additionally, I have one doubt. The cost which is incurred to the project need to be accounted? please clarify.
