When users navigate
to the Document Records page in the new
Redwood experience, the landing page automatically applies the "Excluded" filter. As a result, some
documents are hidden from view by default.

In practice, this
creates confusion for users who are unaware that pre-configured filters are
active. Users frequently raise support tickets because they cannot find
documents they expect to see, only to discover later that the results were
