How to default purchase order action to "Finally Close" while closing the document

We have a requirement to default the Purchase Order Close Action to "Finally Close" instead of "Close" when users close a Purchase Order.

Currently, the Close Action field defaults to "Close", and users need to manually change it to "Finally Close" each time.

Is there any standard configuration or customization available in Oracle Fusion to default this value to "Finally Close"?

Additionally, can this be achieved using Page Composer in a Sandbox, or is there any other recommended approach?
