Task Manager parent/child task notifications only send when parent task is complete

Summary: Emails are only sent once the parent task is complete. Can it be set up where emails are sent to the individual task viewers of the child tasks as each task is completed and then the parent task viewers only get one email when the parent task or all of the children tasks are complete?
