Item Relationship change (GTIN, MPN, etc) does not trigger publication for inventory organization

Summary:

Spoke system is linked to an inventory organization and hence publication is filtering for changes in the inventory organization.

This works for master controlled attributes and master controlled EFF segments. It triggers the publication for the inventory organization. Which makes sense as the inventory organization inherits the change.

However, item releations work differently. Even when they are master controlled and inherited by the inventory organization, it does not trigger the publication for the inventory organization.

The values will publish when e.g. an attribute is changed. So when an item is published, it does also publish the 'new/changed' value for e.g. GTIN, MPN etc.
