Default Filter State Open

Many of the enhancements are very nice and appreciated. However the default of having Filters closed when panels are opened results in a need for many extra clicks. Unless the very last search you created is still pertinent, you will most likely need to access the filter. And in many situations (e.g., Selectin Users outside of the Users panel), the last search isn't even retained, nor is the full list available.
