Unable to submit Negotiation surrogate response after entering all details

in Sourcing

I can access the page to enter surrogate response for a negotiation (on behalf of supplier) in Redwood. But after entering all the details when I submit the surrogate response, it fails with error "You don't have the permission to perform custom action ValidateAndSubmitNegotiationResponse. (PON-2085785)".

I have the role Category Manager assigned to me.

Also I already have the access to the following privileges to be able to create surrogate response:
PON_VIEW_SUPPLIER_NEGOTIATION_PRIV: Allows users to review a supplier negotiation.
PON_CREATE_SURROGATE_SUPPLIER_NEGOTIATION_RESPONSE_PRIV: Allows users to create surrogate supplier negotiation responses on behalf of suppliers.
