How can we migrate FRS reports in MYFOLDER from one user to Shared folders by other user?

As user 1 does not have access to paste the FRS reports to Shared Folders and if he provides access to user 2, he can open the report directly and not view the path so that they can copy paste

Permission with Full Control, Access to the root is also provided to user 2
