Is it possible to define Project Enterprise Resource who isn't imported from HCM , and record a timecard in project costing using a custom document source ?

Currently the users who are defined as Employees impact subscription license in oracle , so if the users were defined as Project Enterprise Resource is it possible to create timecards for them ?

if not possible is there a way to enable timecards for roles that don't impact license ?
