Supplier Portal Users with Fusion Identity Update

We have the Fusion Identity upgrade coming up and I had some questions about how users will be able to get into the system. We have Oracle Supplier Portal which gives Supplier (Party) users local accounts to sign into Oracle and allows them to reset their passwords. My questions are:
1. How does MFA work for Supplier accounts where the account might be used by more than one user in a Supplier organization?
2. How can I ensure that these Supplier accounts can reset their password but not our end users who MUST use SSO?
2a. How can I mass edit user capabilities to ensure that Suppliers are able to use 'Local password' without having to manually touch each user account?
