Rehire an Employee outside the visibility cone to avoid duplicates

Dear Experts,

Until the Redwood migration, HR users were allowed to complete the Create Work Relationship flow generated after the system detected duplicate records for former employees, even when the employees’ previous work relationships were outside the HR user’s visibility scope.

Example:

• HRBP of Business Unit A is hiring an employee in BU A. This person does not have visibility on BU B.
• The employee was previously working in BU B, a duplicate is found.
• HRBP of BU A confirms this is the same person and proceeds with creating a new WR, this time on BU A.

Oracle Support explained that this behavior, although useful for our client, was not the expected one and therefore proceeded to “fix” it in Redwood.
