How to restrict users from editing certain purchase orders

Content (please ensure you mask any confidential information):

If a purchase order is created through integration from ABC system in oracle fusion, I don't want any user to edit it. It should only be in view mode. Only POs created in oracle should be editable. POs integrated from ABC system will be tagged with a header DFF with value as ABC.

Has anyone worked on any similar requirement like this? How to achieve this in oracle fusion? Any suggestions?
