Retroactive balance correction after Global Transfer

Summary:

BACKGROUND: We had an issue where one balance (employer HSA match) was not carried across during Global Transfer, while every other balance transferred correctly. Root cause was that the feeding element was not included in the US Global Transfer process information group. Added the element, deployed, and new global transfers now process the balance correctly.

The problem is the employees who transferred before the fix went in. They need retroactive correction, and several months of payroll have since run in the new legal employer.
