Project entry in units or Non Hours from OTL to Projects

Is it possible to create time card entries for Projects in units/non-hours and if yes how does that transfer from OTL to Projects? At the moment we are still discussing the meaning of non-hours categories leading to payroll. However the alternative would be that if these are expenses with regards to a project, then these should be routed via the expense module
