Default the proposed actions for employees and ex-employees

Summary:

Has anyone been able to successfully default the proposed action on a job offer for Ex-Employees to "add pending work relationship"?

We have had external candidates' default to "Add Pending Worker", but we are struggling to get the ex employee to default to the proposed action of "Add Pending Work Relationship".

We have an SR open, but they have not been very helpful in getting this to work for us. This was working prior to moving to Redwood, now we are unable to get it to work.

Any help would be appreciated.
