Emedded dashboard (through Page Integration) without granting access to Catalog

Summary:

I need to make a report available to a group of HR users. These users are not HR Specialists per se, meaning they should not be allowed to make changes to persons, assignments, salaries etc.

I was able to embed an OTBI dashboard through Page Integration, which does not show the OTBI header with all the options like Catalog. However, from the settings icon there is the "Clear My Customization" action. When clicked, the user will have the OTBI header again and the user can browse the Catalog.

Even though the Data Role restricts data access, I don't want users to be able to browse and open other dashboards/analyses.
