How to remove the item with Qty from a blank locator if the subinventory is locator controlled?

Summary: We have on hand inventory stored in a bank locator within the subinventory. We can transact it beacuse the subinventory transfer requires a locator and does not except blanks. We receive an error stating the locator must be populated.
