Course Enrollment Primary Action inconsistent between learners

Can someone advise why learners are not seeing Enrol as the primary action when it has been set as True in Visual Builder studio?

With 26C we have enabled course enrolment as the primary action on the course details page using VBS.

Some learners can see the enrol button, however, some learners looking at the same course are not seeing 'Enrol' and instead see 'Request'.
