Redwood supplier management address country/region dropdown not populating

Summary:

When adding new addresses in Redwood Supplier management for suppliers, the drop down for Country/Region is not populated

The same supplier can be pulled up in classic by the same user with the same privileges and the drop down does populate. Doesn't seem to be a privilege issue as we have also tried with seeded roles from Oracle. Has anyone else seen this and if so, how did you fix?
