Viewing OTBI reports should also need access for ledger /data access set for which data is part of report.

For eg: we have two ledgers
ABC primary ledger
XYZ primary ledger

So now a person with ABC primary ledger data access set or ledger access can run the OTBI report which contains data from both the ledgers
