Unable to Create Product-Specific Setup Roles Without other Privileges and Inherited Tasks

We are trying to create setup/configuration roles for specific product families in Oracle Fusion, such as:
- Enterprise Contracts
- Financials
- Manufacturing and Supply Chain Materials Management
- Procurement
- Product Management
- Workforce Deployment

Our requirement is to provide users access only to the setup tasks related to their respective functional area.
However, when creating an Enterprise Contracts Setup Role (or other product-specific setup roles), we observed the following:
- The role does not appear to contain the expected Financial-related privileges or inherited Financial roles.
