Pending Worker User not creating in ORC

Summary:

When a candidate is transferred from Oracle Recruiting Cloud (ORC) to Core HR
using "Move to HR," the resulting Pending Worker record does NOT trigger
automatic user account creation, even though:

1. The Role Provisioning Rule condition (System Person Type = 'Pending Worker'
   AND User Person Type = 'Pending Worker') is correctly configured and matches
   the created record.
2. Auto-provisioning is enabled on the relevant role.
3. All other standard configuration (Person Type, role mapping) has been verified
   as correct.

We have isolated the root cause to the candidate's EMAIL TYPE:

• Candidates in ORC have only a single, generic email address with NO "type"
