Record of Employment (ROE) Notification in Deferred & Awaiting Processing Status After Mass Term

Hi Experts,

We're currently investigating an issue with Record of Employment (ROE) processing in Oracle Cloud Payroll (Canada) and Record of Employment (ROE) Notification in Deferred Status After Mass Terminationuld like to understand the expected behavior of ROE Notification Events in Deferred and Awaiting Processing statuses.

Scenario:

We have employees terminated through a mass termination process with an effective termination date of 08/31/2026.

For some employees:

  • ROE Notification Event is created with Approval Status = Deferred
  • Event Report Type = Record of Employment Notification
  • Process Date = 8/31/2026
  • Last Standard Process Date = 09/12/2026

For other employees:

  • ROE Notification Event is created with Approval Status = Awaiting Processing
