Error while trying to add items to the cart when creating a requisition for a user.

User is facing below errors when trying to add the items to cart in SSP,

The transfer price couldn't be retrieved. Contact the Procurement application administrator. (POR-2010597)
One or more costs couldn't be found for the given set of parameters. (CST-2385191)

But another user who is having access the requisitioning BU same as the problematic user is able to add the items to cart.

P.S. I chose the tags as Redwood Self Service Procurement but we are not on Redwood yet.
