Control Access to the Customizable check box in the Manage Financial Project Plan task

We need the ability to control access to the check box in the Capitalizable column of the Manage Financial Project Plan task.  Navigation is Projects > Project Financial Management > Tasks > Manage Financial Project Plan > select the row of a task and look in the Capitalizable column.  We know customization may be a solution but first need to determine if security configuration is an option.  Are there any privileges or data security policies that will allow us to control access to this check box?
