Create a new custom role with custom Person Security Profile but is not working when assigned to use

Summary:

I am creating a new role that exclude users with this role the ability to view any data of employees in Country (India) that are within a HR department. I have created a new custom person security profile using the custom query below but when the role is assigned to test users and the schedules processes are ran it does not seem work. As users are still able to view "restricted" users.

I am not sure if the query is wrong or why the new role assigned is not restricting the users. Anyone else have seen this issue?
